1 of 2 common causes here on this model, first check the fuse. Does your clock work on the vehicle? they share the same common fuse. be sure to check the 15amp CIG fuse, the 15amp Tail fuse and 20amp dome fuse. all associated with this circuit. If fuses all check good the lighter will need to be tested for power ground. I havve seen a few of these have wiring problems and the lighter port needs to be replaced due to corrosion. Here is the diagram straight from the lexus manual for your refrence.

Here is also a good visual on the layout of fuse locations. fuses are dirt cheap at the parts store. If the element is bad it is around $40. The element should also be available at t toyota dealer a little cheaper, the es250 was the same body as the camry that year
